Ottawa, Ontario – The National Council of Canada-Arab Relations (NCCAR) expresses its profound disappointment in Canada’s recent decision to abstain from a crucial United Nations General Assembly resolution concerning the legal consequences of Israel's ongoing occupation of Palestinian territories.
The resolution, which sought an advisory opinion from the International Court of Justice (ICJ) on the legality of Israeli policies in the occupied territories, has garnered widespread international support as a key step toward accountability and justice for the Palestinian people.
By choosing to abstain, Canada has failed to fully align itself with the overwhelming global consensus that Israel's actions in the occupied territories violate international law, including the Fourth Geneva Convention. NCCAR acknowledges Canada's official stance opposing Israeli settlements and its commitment to a two-state solution, but these positions must be matched with decisive action. The Palestinian people cannot afford to wait any longer for Canada to fulfill its promises.
A Call for Canadian Leadership
Historically, Canada has positioned itself as a global champion of human rights and international law, yet its continued reluctance to recognize the State of Palestine undermines this reputation. Over 130 countries, including several close Canadian allies, have recognized Palestine. As a G7 nation, Canada has a responsibility to actively contribute to peace efforts by recognizing Palestinian sovereignty and working toward a fair and durable solution to the Israeli-Palestinian conflict.
“Canada must move beyond symbolic statements and take concrete steps toward Palestinian statehood,” said Rania Hamdan, President of NCCAR. “Our government’s failure to recognize Palestine is not only a disservice to the Palestinian people, but it also damages Canada's credibility on the global stage. If we are truly committed to peace and justice, we must support measures that address the root causes of the conflict, including the occupation, illegal settlements, and the denial of Palestinian self-determination.”
The Need for Accountability
Canada’s abstention comes at a time when the international community is increasingly focused on holding Israel accountable for its actions in the occupied territories. The United Nations has documented numerous violations of international law, including forced evictions, home demolitions, and the expansion of illegal settlements, all of which contribute to the deteriorating humanitarian situation, especially in Gaza and the West Bank.
By abstaining from supporting the UN resolution, Canada has distanced itself from the momentum building in favor of legal accountability. This not only risks undermining the possibility of a viable two-state solution but also signals to Palestinians that their rights are secondary to political calculations. It is imperative that Canada support future efforts by the ICJ and the United Nations to address the occupation and ensure accountability for all violations of international law.
Expanding Canada's Role
NCCAR urges the Canadian government to strengthen its position on the Israeli-Palestinian conflict by:
1. Recognizing the State of Palestine: This step would align Canada with international law and the global consensus, reaffirming its commitment to peace and Palestinian self-determination.
2. Advocating for Accountability: Canada should support mechanisms that hold all parties accountable for violations of human rights and international law, ensuring justice and promoting a sustainable peace.
3. Engaging in Diplomatic Efforts: Canada must take a more proactive role in facilitating dialogue between Israeli and Palestinian leadership and encouraging meaningful peace negotiations, rather than merely issuing statements of concern.
A Time for Action
The time has come for Canada to lead by example and take a more assertive role in supporting the rights and dignity of the Palestinian people. Recognition of the State of Palestine is a necessary and overdue step toward peace in the Middle East and reflects Canada's core values of justice, equality, and human rights.
“Canada has long been a voice for peace and justice around the world. Now is the time for us to act in line with those values by recognizing Palestine and pushing for a peaceful, fair resolution to this decades-long conflict,” Hamdan added. “The Palestinian people have waited too long for justice. Canada can and must do better.”
