Rafah Massacre - Statement by the National Council of Canada-Arab Relations (NCCAR)
Ottawa - May 27, 2024 - The National Council of Canada-Arab Relations (NCCAR) unequivocally condemns the recent Israeli airstrike on the Rafah tent camp in Gaza, which has tragically resulted in the deaths of 45 innocent civilians, including women and children.
This atrocity is not merely a 'tragic mistake' but a grave violation of international law and human rights, exacerbating the already dire humanitarian crisis in Gaza.
We demand the immediate respect and implementation of the recent ruling by the International Court of Justice (ICJ), which orders Israel to cease its military operations in Rafah. This ruling is a crucial step towards accountability and the protection of civilian lives. The continuous disregard for international legal standards by the Israeli government is unacceptable and must be addressed with urgency and resolve.
NCCAR calls upon the Government of Canada to act swiftly and decisively in response to this egregious act. Canada must not only voice its condemnation but also take concrete actions to hold the perpetrators accountable and to ensure the enforcement of international law. This includes leveraging diplomatic channels, imposing sanctions, and working with international partners to provide immediate humanitarian aid to the victims.
Furthermore, we urge the Canadian government to pressure Israel to comply fully with the ICJ's ruling, ensuring the cessation of all aggressive actions in Gaza and the protection of Palestinian civilians. Canada must also support the ICC's efforts to investigate and prosecute those responsible for war crimes, including potential charges against Prime Minister Netanyahu and other high-ranking officials.
The NCCAR stands in solidarity with the Palestinian people and the global community in calling for justice, peace, and the end of unlawful aggression. It is imperative that the Canadian government upholds its commitment to international justice and human rights, setting a precedent that such violations will not be tolerated.
We will continue to monitor the situation closely and advocate for the rights and dignity of all affected by this ongoing conflict. The international community, including Canada, must act now to prevent further loss of innocent lives and to promote a lasting and just peace in the region.

Ottawa - 27 mai 2024 - Le Conseil National des Relations Canada-Arabes (NCCAR) condamne sans équivoque la récente frappe aérienne israélienne sur le camp de tentes de Rafah à Gaza, qui a tragiquement entraîné la mort de 45 civils innocents, dont des femmes et des enfants. Cette atrocité n'est pas simplement une « erreur tragique » mais une grave violation du droit international et des droits de l'homme, aggravant la crise humanitaire déjà désastreuse à Gaza.
Nous demandons le respect et la mise en œuvre immédiate de la récente décision de la Cour Internationale de Justice (CIJ), qui ordonne à Israël de cesser ses opérations militaires à Rafah. Cette décision est une étape cruciale vers la responsabilité et la protection des vies civiles. Le mépris continu des normes juridiques internationales par le gouvernement israélien est inacceptable et doit être traité avec urgence et détermination.
Le NCCAR appelle le gouvernement du Canada à agir rapidement et de manière décisive en réponse à cet acte odieux. Le Canada doit non seulement exprimer sa condamnation mais aussi prendre des mesures concrètes pour tenir les auteurs responsables et garantir l'application du droit international. Cela inclut l'utilisation des canaux diplomatiques, l'imposition de sanctions et le travail avec des partenaires internationaux pour fournir une aide humanitaire immédiate aux victimes.
De plus, nous exhortons le gouvernement canadien à faire pression sur Israël pour qu'il se conforme pleinement à la décision de la CIJ, assurant la cessation de toutes les actions agressives à Gaza et la protection des civils palestiniens. Le Canada doit également soutenir les efforts de la CPI pour enquêter et poursuivre ceux responsables de crimes de guerre, y compris les accusations potentielles contre le Premier ministre Netanyahu et d'autres hauts responsables.
